(b)(1) Protests before award.
Submit the override request to HQ AFMC/PKQ. The request package shall include a complete, unsigned D&F. Refer to the AFMC Protest to the GAO Determination and Findings Template. HQ AFMC/PKQ will forward the override request to SAF/AQC for approval. This authority is non-delegable. See AFFARS MP5333.104.
