(d)(3) The contracting officer shall prepare the COS in accordance with AFFARS MP5333.104. For Agency protests filed at the Director of Contracting level or higher (e.g. Center Commander, Vice Commander, etc) the contracting officer shall prepare the protest file in accordance with AFFARS MP5333.104.
(f)(1) A decision to award a contract in the face of a protest shall be approved by the COCO after review by the local legal office.
(f)(3) A decision to continue performance in the face of a protest shall be approved by the COCO after review by the local legal office.
(h) A decision to deny a protest shall be approved by the COCO.
