(a)(11) Orders equal to or greater than $100M issued on an AFMC services contract in AFPEO/CM’s portfolio. The contracting officer shall notify the AFMC Services Advocate and AFPEO/CM of the award, using the template and providing the information in IG5316.505.
(b)(1) Exceptions to the fair opportunity process. When preparing the written justification to waive the fair opportunity process, the “Exception to Fair Opportunity Template” must be utilized. Ordering activities must provide adequate justification when restricting consideration of contractors. If an order exceeding the threshold set by FAR 16.505(b) is not awarded competitively, an “Exception to Fair Opportunity” (FAR 16.505(b)(2) must be prepared and approved accordingly.
