(a) Determinations and Findings (D&F) for letter contracts, undefinitized orders against BOAs, and undefinitized supplemental agreements when the work to be performed is not clearly within the scope of work already contracted for are subject to approval, based on dollar level, as follows:
(1) For SMC “Other Contracting”, the authority to approve issuance of UCAs is delegated to the Center Commander with the authority to redelegate.
(b)(Added) The SCCO, SMC/PK “Other Contracting”, may approve descoping UCAs without regard to dollar thresholds.
5317.7404-4 Limitations on obligations. The SCCO, SMC/PK “Other Contracting”, is the approval authority for all exceptions.
