(a) SMC/PK will appoint an unsolicited proposal monitor (UPM) who is responsible for:
(1) Receiving unsolicited proposals (UPs) intended for evaluation and implementation by customers of that contracting office, and forwarding proposals for evaluation to the offices having primary interest in the subject matter of the proposal.
(2) Referring UPs to other AFSPC or outside agency offices when the subject matter is not an interest of the contracting office’s customers.
