(f) When contract holidays are not established in the Statement of Work (SOW), Performance-based Work Statement (PWS) or Statement of Objectives (SOO) and contractor performance occurs on a government installation, the contracting officer shall insert the clause at 5352.237-9002, Contract Holidays, substantially as written, in Section G to establish which holidays are to be observed under the contract. Normally, the ten federal Government holidays are observed in the United States. Some contractor personnel policies and labor agreements provide for observing different holidays than observed by the Government. Services performed outside the United States usually observe the holidays of the country where the services are performed. Set forth in paragraph (b) of the clause is a list of the holidays contractually agreed to with the contractor.

(b)(1) For all programs ≥ $100M and < $500M in the AFPEO/CM portfolio acquired by AFMC activities, the SDO is the AFMC Services Advocate, in accordance with the Expectation Management Agreement Between AFPEO/CM and AFMC, dated 01 Aug 08. For AFCEE ≥ $100M, the SDO is AFPEO/CM.
(d) For other contracting, SDO authority for acquisitions with a total value of less than $100M has been delegated to the Center Commander and is further delegable, to no lower than a Line Senior Functional (to include contracting) or subordinate Group or Squadron Commanders/Director for programs ≥ $5M; and to no lower than the Functional Commander/Director for programs < $5M. Center Commanders have further delegated as set forth in the Appendices. For AFCEE, SDO authority for actions greater than the SAT and less than $25M is AFCEE/CL/DD.
(d) (90) For HQ AFMC services requirements, the 2-letter Director of the HQ AFMC organization responsible for the acquisition has SDO authority, and may redelegate SDO authority to the 3-letter level, but no lower. For AFCEE, no further redelegations of SDO authority are authorized.
