(a) HQ AFMC/PKQ is the Command protest office of primary responsibility for maintaining protest data. Each AFMC contracting activity shall establish a protest focal point to receive notifications of new protests and to maintain internal data on all protests received. Refer to AFMC list of protest focal points.
(i) Immediately upon receipt of a protest the Contracting Officer (CO) shall provide a copy of the protest to the protest focal point and supporting legal office along with the following information:
(A) Date protest received
(B) Protest type (agency or GAO - before award or after award)
(C) Protestor name and address
(D) Solicitation number and number of offerors or potential offerors
(E) Contract number (if applicable)
(F) Contractor name (if applicable)
(G) Contracting method and type
(H) Amount or estimated amount of acquisition
(I) Buyer/Contracting Officer name, phone and office
(J) Description of item (including NSN), service, or program name
(K) Summary of protest/issues
(L) Legal liaison assigned to protest
(b) The protest focal point shall work in concert with the contracting activity and review the protest file (e.g. for protests to the agency, the Contracting Officer Statement of Facts (COS) and the decision letter for the resolution authority’s signature; and for protest to GAO, the agency report). All protest files shall be coordinated through the protest focal point and supporting legal office. The contracting officer shall keep the protest focal point apprised of the status of the protest and protest resolution (e.g., disposition (denied or sustained); protest withdrawn; corrective action taken; GAO decisions...) and shall provide a copy of the protest file to the protest focal point.
