If a Small Business Appeal is filed with the agency head (SAF/AQ), the contracting officer’s appeal file shall be locally coordinated through the small business office, legal office, and Clearance and Program Support office. Upon approval and signature by the SCCO, the file shall be submitted to HQ AFMC/PKP for review and coordination. HQ AFMC/PKP will coordinate with HQ AFMC/SB and prepare a letter of transmittal and recommendation for signature by the AFMC Director (or Deputy Director) of Contracting to SAF/SB.
