(a) Contracting officers shall include the clause at 5352.217-9010, Associate Contractor Agreements, substantially as written, in Section I, when ACAs per AFFARS 5317.95 exist or are anticipated.
(b) Contracting officers shall:
(1) levy the requirement for an ACA on each associate contractor through its respective contract preferably before contract award. The clauses should be essentially the same for all involved contracts;
(2) assign one associate contractor to be responsible for executing the ACAs and to provide a copy of the proposed ACAs to the contracting officer for review prior to execution;
(3) review the ACAs for compliance with the contract clause requirements and this section;
(4) determine if an organizational conflict of interest exists and handle the conflict in accordance with AFMCFARS 5309.504-90, Contracting Officer Responsibilities.
