(d)(90). For requirements or indefinite-quantity contracts, orders may not be used to increase the scope, period of performance, maximum dollar value, or exercise an option on the basic contract. Such changes shall be made only by modifying the contract after obtaining appropriate justifications and approvals.
(e)(90). During the performance of an IDIQ contract, the contracting officer shall track total awards to ensure the contract maximum amount is not exceeded. For requirements contracts, the contracting officer will track total awards to monitor contract scope.
(f)(90). For indefinite delivery contracts without options, place the ceiling amount on the cover page. When issuing IDIQ and Requirements contracts with options, the face page of the basic contract should reflect the estimated amount of the base year at the time of award. The estimated amount of the contract shall increase with the exercise of each annual option thereafter.
