(a) (i) For Other Contracting, the HCA responsibility for fee determination is designated as set forth in the Appendices. For AFCEE, the SCCO is the FDO, not further delegable. When the FDO is other than the SCCO, the FDO must provide notice of each award fee determination to the SCCO concurrently with the notification to the contractor.
