Section 5308.404: Use of Federal Supply Schedules.

(a)(90) General.

(i) While FAR Part 19 does not apply to orders placed against FSS, restricting competition for an order to small business schedule holders (including 8(a), HUBZone, and service-disabled veteran-owned small businesses) is permissible.
(ii) A Federal Supply Schedule is a Non-Department of Defense contract. For guidance on proper use of Non-DoD contracts, refer to AFFARS 5317.78 “Contracts or Delivery Orders issued by a Non-DoD Agency”.
(iii) Orders (Direct and Assisted Acquisitions) for services placed on Federal Supply Schedule contracts are subject to the AF Management and Oversight of Acquisition of Services Process (MOASP) policies and procedures.
(iv) Orders (Direct and Assisted Acquisitions) for services requiring a statement of work placed on Federal Supply Schedule contracts are subject to Performance-Based Acquisition policies and procedures (FAR Subpart 37.6) and, for acquisitions with an annual contract value above the Simplified Acquisition Threshold (SAT), AFI 63-124.
(v) Orders for supplies and services placed on Federal Supply Schedule contracts may involve a Military Interdepartmental Purchase Request (MIPR).
