(a) Standardized AFMC Contract File Content Checklists are located on the AFFARS Library under Community Advice and are highly recommended for use on all contracting actions.
(b) For ESC, additional requirements apply as follows:
(i) Actions requiring Clearance Review & Approval at ESC-Hanscom must contain both the ESC/PKC Contract File Content Checklist and AFMC’s Contract File Index located in the AFFARS Library. The ESC/PKS Checklist must be signed by the Buyer and PCO. The 66 CONS, CPSG, 554 ELSG and 754 ELSG may use this checklist, tailored as appropriate, however items from AFMC’s Contract File Index must not be deleted.
(ii) All other contract files must contain the AFMC Systems & Logistics Contract File Index. (If preferred, Operational Contracting may use AFMC’s Operational Services and Construction Contract File Folder Index and Research & Development Contracting may use the R&D Contract File Checklist.) For these files, maximum use of this ESC/PKS Contract File Content Checklist is recommended for file development in order to continually improve the quality of contract files.
(iii) For Services acquisitions: Buyers/COs should use the Addendum to the ESC/PKC Contract File Content Checklist as a reference tool to assist in determining the documentation/approval requirements for services acquisitions for Other Contracting and those within the AFPEO/C2&CS portfolio.
