(b)(i)(A) Authority is redelegated to the SCCO, without power of further redelegation, to approve individual deviations from the FAR, DFARS, AFFARS, and this supplement, except as restricted by DFARS 201.4 and AFFARS 5301.403(c).
(B) Contracting officers shall obtain COCO coordination prior to submitting individual deviation requests to the local legal office for review. The local Clearance and Program Support office shall then review and submit to the SCCO for approval. Clearance and Program Support offices shall retain a copy of each deviation approved by the SCCO. Contracting Officers may use the Deviation Request Template (FAR Deviation Agency Approval Document).
(c) Submit requests for SCO approval of individual deviations from FAR 15.3, DFARS 215.3, AFFARS 5315.3, and MP5315.3 to HQ AFMC/PKQ for processing, after coordination by the COCO, local legal office, local ACE for those Centers with ACE offices, local Clearance and Program Support office, and SCCO.
(d) Reference AFFARS MP5301.4, “MAJCOM/DRU Reporting of Deviations from the FAR, DFARS, and AFFARS.” Include all approved deviations from AFMCFARS, as well. Each SCCO shall submit the required information to HQ AFMC/PKQ by 15 Oct annually, using the format at IG5301.4.
