(c) Selection, appointment, and termination of Property Administrators and Plant Clearance Officers shall be accomplished in accordance with DFARS 245.7001. Head of the contract administration office shall include Contracting Office Commanders or civilian equivalents, or the SCCO where the Property Administrator and/or Plant Clearance officer resides within the contracting office. The Property Administrators and Plant Clearance Officers will be certified at Level II in the Acquisition Professional Development Program function of Industrial/Contract Property Management. Refer to DoD Instruction 5000.66 for details pertaining to certification.
