(a)(2) The approval authority for a proposed contract over $550,000 but not exceeding $11.5 million for domestic contracting activities that do not have a competition advocate is the Departmental Competition Advocate.
(d) The estimated dollar value of all options shall be included in determining the approval level of a justification.
