DSCR L69: CONTROLLED OR RESTRICTED TECHNICAL DATA PACKAGE

     Prior to responding to subject solicitation, bidders/offerors are required  
to have a Certification for the Receipt and Use of Defense Supply Center Richmond 
(DSCR) Controlled Technical Data Package (CTDP), DSCR Form 4192, on file at the 
following address:

               Richmond, VA 23297-5615

     This solicitation is for item(s) that require the use of Controlled Technical 
Data Package (CTDP).  CTDPs are proprietary technical data packages in accordance 
with restricted agreements that permit government activities to furnish the data 
to bidders/offerors after having received a guarantee from the bidders/offerors 
that such data will be returned or destroyed, unless otherwise instructed.  
NOTE:  CTDP data will NOT be released nor provided to bidder's services or any 
other intermediary agents.  Data will only be provided to those bidders/offerors 
actually bidding and providing the item of supply.  CTDPs require bidders/offerors 
to certify via DSCR Form 4192 that the conditions for use are understood and met 
prior to and after receipt of technical data.  These conditions apply to unsuccessful 
and successful bidders/offerors alike.  To the extent that any such disclosure is 
made to the offerors' suppliers, the same nondisclosure agreement terms relative 
to the solicitation technical data also shall be applicable to those suppliers. 

     DSCR CTDP technical data notice of destruction or return will be according to 
the following schedule:

         1.  Immediately upon decision to "no bid" the solicitation for which the data  
was received.
         2.  Within 15 calendar days of being advised the vendor was not the successful 
bidder/offeror for the solicitation for which the data was requested and received.
         3.  If the contract awardee, within 15 calendar  days of contract completion.

     Failure to comply with any CTDP certification process will result in no further 
CTDPs being provided to subject bidder/offeror.
