Offers will be evaluated on the basis of the estimated annual
quantity. If quantity breaks are offered with various prices,
the highest price offered will be used for evaluation.
If line items for both stock and DVD are included in the
schedule offers will be evaluated based on the total extended
price for the stock and DVD line items.
