F15 52.211-9G47 TIME OF DELIVERY - DELIVERY DSCR (MAR 1996)
AND REDUCTION INCENTIVE (DRI)

(a) Preface. This acquisition is a BEST VALUE BUY. The Best
Value Buy concept gives recognition to the fact that the acquisition
of supplies at the lowest offered price is not always the most
economical, that, by contracting for earlier delivery, even at a
higher price, the Government will realize cost savings. In conjunction
with provision 52.211-9G65 in Section M hereof entitled, "EVALUATION
BASED ON APPLICATION OF DELIVERY REDUCTION INCENTIVE (DRI)," this clause
is designed to obtain for the Government the combination of price and
delivery which represents the BEST VALUE.
(b) In addition to price, evaluation of offers will include an
evaluation factor for delivery. This Delivery Reduction Incentive
(DRI) reflects the Government's calculated daily cost of Production
Lead Time (PLT) for the item(s) being purchased.
(1) PLT represents the time between the date on which the
contract is awarded and the date on which delivery is made under the
contract.
(2) The daily cost represents the PLT Daily Value, which is
the Quarterly Forecasted Demand for the item(s) divided by the number
of days in a quarter (91), and then multiplied by the Government's
estimated acquisition unit cost of the item based on historical data.
(c) The formulas for evaluation are set forth in provision
52.211-9G65 of Section M entitled, "EVALUATION BASED ON APPLICATION
OF DELIVERY REDUCTION INCENTIVE (DRI)," and will be applied to the
offeror's proposed delivery Schedule set forth in subparagraph (e)
of this clause as it compares to the Government's Required Delivery
Schedule set forth in subparagraph (d) of this clause. If the offeror's
proposed delivery is identical to the Government's Required Delivery
Schedule, the DRI will be zero. The offer should reflect the best
combination of price and delivery.
(d) Government's Required Delivery. The Government's Required
Delivery Schedule for purposes of evaluation of offers under this
solicitation is as set forth below:

(e) Offeror's Proposed Delivery. If the offeror proposes a delivery
Schedule other than the Government's Required Delivery Schedule, that
