    The following special requirements and instructions are applicable to Project Code 
175 - ALASKA REMOTE RESUPPLY.

    (a)  ADDRESS.

         (4)  Small package shipments/carriers (UPS, FedEx, etc.) are not accepted at 
Tacoma, WA.  Small items shall be shipped either freight or USPS parcel post.

    (b)  DELIVERY OF BULK DEICING FLUID.

         (1)  It is mandatory that bulk deicing fluid be shipped to arrive at 
Seattle, WA by                 .  If shipment cannot be delivered to the terminal by
the deadline delivery date, use the following for shipping instructions:

         (2)  Bulk deicing fluid is normally the only bulk liquid handled by Water Port 
Logistics Office (WPLO).  All bulk shipments will be coordinated with WPLO prior to 
shipment and shipped in commercial tank cars only.

         (3)  Bulk deicing fluid consigned to WPLO Seattle WA and destined for remote 
Galena station are pumped into government containers at Alaska, not Seattle.  Therefore, 
the contractor will lose use of its bulk container for the time required to transport the 
product to Alaska and return the empty bulk container to Seattle (approximately 60 days 
from the time the container arrives in Seattle).

         (4)  PORT RELEASES.  On single shipments weighing 10,000 pounds or more, shipper 
must obtain a port release number prior to release of shipment to carrier.  Port release 
number is available only from WPLO at (206) 764-6194.

    (c)  PALLETIZATION.  Shipping containers shall be palletized in accordance with 
requirements cited in MIL-STD-147.

    (d)  MILSTAMP.  Effective 1994, shipper must comply with DoD 4500.32R, Military 
Standard Transportation and Movement Procedures (MILSTAMP).  Labeling requirements will 
include the following basic information:

         (1)  Transportation Control Number (TCN)
         (2)  SHIP TO/POE address, which is - 833 US Army Transport Battalion
         (3)  POD code, which is - YC6
         (4)  ULTIMATE CONSIGNEE/MARK FOR address.

         All cargo will pass through Elmendorf AFB.

    FOR EXAMPLE, cargo ultimately destined for the remote Tin City station would be 
addressed as follows:

    (e)  BILLS OF LADING.

         (1)  Mail two copies, immediately upon issue, to

         (2)  All bills of lading must be annotated with:

              (i)  Transportation Account Code (TAC)

             (ii)  "Carriers must call PRELODGE (206) 764-6540 between 0700-1400 
Mon-Fri/excl holidays for appointment at least 24 hours in advance of expected delivery."
