When offerors may propose to use Government-owned property in the performance of the contract, the contracting officer may insert the provision at 5352.245-9005, Elimination of Competitive Advantage in the Use of Government Property, substantially as written, in Section L as required to implement policy contained in FAR 45.102(a).
