The contracting officer may insert the clause at 5352.243-9002, Change Order Not-To-Exceed/Not-Less-Than Agreements, substantially as written, in Section I when issuance of unpriced change orders are anticipated in firm-fixed-price contracts and maximum liability needs to be established prior to change order issuance.
