(4)(90) For replenishment spares less than or equal to $100K, the Simplified Acquisition Threshold (SAT), the Air Logistics Centers (ALCs), AFGLSC, and AFNWC shall utilize the Contractor Evaluation System - Past Performance Information Retrieval System - Statistical Report (PPIRS-SR) as follows:
(i) The PPIRS-SR Program is a web-based tool that provides contractor quality and delivery information data on replenishment spares. PPIRS-SR collects quantifiable delivery and quality data from existing systems and uses that data to classify each supplier’s performance by Federal Supply Classification (FSC). Contractors are assigned a color rating that depicts their quality of past performance, and a numeric indicator that represents their on-time delivery performance. PPIRS-SR replaces the Red-Yellow-Green System.
(ii) Contracting officers shall use the PPIRS-SR Program for all competitive spares acquisitions equal to or less than the SAT. The contracting officer shall insert the provisions at 5352.215-9017 and 5352.215-9018.
