DSCR L61A: SMALL BUSINESS SET-ASIDE PORTION - UNEQUAL

    (a)  A portion of this acquisition has been set-aside for 
small business concerns in accordance with the Clause in Section I 
entitled "Notice Of Partial Small Business Set-Aside."  The line 
items set-aside for small business concerns are set forth below 
and are in addition to the quantities advertised herein:

         NOTE:  OFFEROR SHALL NOT INSERT PRICES.

    (b)  Delivery orders will be rotated between the unrestricted 
and set-aside awards by procurement cycles.This process will 
issue delivery orders for given items.  During a procurement 
cycle (all requisitions for that cycle) and rotate to the alternate 
firm(s) the next procurement cycle.  Procurement cycles are scheduled 
five times per week unless unusual circumstances occur.  If a cycle 
is not run as scheduled, rotation to the next vendor will not take 
place.

    (c)  It is not the intent of this program to generate orders 
for equal quantities of supplies for the unrestricted and set-aside 
award(s); therefore, there is no guarantee that the process will 
result in a predeterminate dollar amount of orders.  The program 
will, however, alternate the issuance of orders from the 
unrestricted award(s) to the set-aside award(s) by procurement 
cycles as explained above.

    (d)  Delivery date of the set-aside quantities will be 
established to allow the same production lead time as that 
allowed for delivery of the non-set-aside quantities.
Incremental deliveries of the set-aside quantities will be 
made at the same rate as the non-set-aside quantities.
