    (a)  Electronic Data Interchange (EDI) is a mandatory 
requirement of this Blanket Purchase Agreement (BPA).  EDI is 
the transmittal of business documents from computer to computer 
using the American National Standards Institute's (ANSI) X12 
transactions.  The computer system must be Year 2000 (Y2K) compliant.  
Year 2000 compliant, used with respect to technology, means that 
the information technology accurately processes date/time data 
(including, but not limited to, calculating, comparing, and 
sequencing) from, into, and between the twentieth and twenty-first 
centuries, and the years 1999 and 2000 and leap year calculations, 
to the extent that other information technology, used in 
combination with the information technology being acquired, 
properly exchanges date/time data with it.

    (b)  Prior to receiving any order against this BPA, vendors 
must establish an electronic mailbox on a DoD approved Value Added 
Network (VAN) and complete a testing process to ensure that 
ANSI X12 transactions can be received correctly by both trading 
partners.  ANSI X12 transactions are standard formats for 
transmitting business documents.  The ANSI X12 transactions 
required for this BPA are the 840 (Request for Quote), 843 
(Response to Request for Quotation), 850 (Purchase Order), and 
997 (Functional Acknowledgment).
